Richard Berner, former chief U.S. economist at Morgan Stanley (MS), joined the U.S. Treasury Monday as a counselor to Treasury Secretary Tim Geithner. Berner’s job at the outset will be helping the Treasury to build an office of financial research, created by the Dodd-Frank financial regulatory law to mine market data for threats to financial stability. – WSJ
