		<description>I&#039;m sorry, I don&#039;t get it; why can&#039;t &quot;green jobs&quot; be outsourced? Are the Chinese incapable of manufacturing solar panels? Cannot the Indians run the software and do the research for the technology?  I&#039;m just saying... OK wind turbines are big and expensive to move - but cannot the &quot;expensive parts&quot; chips etc.. be made offshore.</description>
