Economist in general forget about human nature. To do what you are saying the Chinese elite will have to give up a lots of their power. At this moment they keep the population under control by giving them just enough so they can survive. Also, your assumption that the population in China will only grow by 100 million is very optimistic. It is more along the lines of 300 million over the next 20 years. Now in a case where the population is low this would be welcome but in China adding an other 300 million people will create a lots of problems and will diminish the growth of the country. That is not to mention that 40 precent of the population will be to old to work by 2030. That is about 600 million people. Lets face it China has way to many people and that problem is just going to get worse. So unless we discover a way to easily colonize space china will never really get ahead.
