Citigroup (C) CEO Vikram Pandit told an audience Thursday that the bank was “in the process” of spinning off or restructuring the oil trading unit Philbro LLC. Philbro is the oil division run by Citi commodities trader Andrew Hall, who received a near-$100 million pay package in 2008.
