He's so ignorant of the power structure of the United States that he doesn't know what's going on. He's bewildered. The fact is, we're switching Constitutional regimes. We're throwing out the scrutiny regime (see West Coast Hotel v. Parrish, 1937) and instituting the maintenance regime.
